DRC and Rwanda Sign Landmark Peace Agreement to End Regional Hostilities

In a major step toward ending years of tension and violence, the Democratic Republic of the Congo (DRC) and the Republic of Rwanda have signed a comprehensive peace agreement focused on restoring security, supporting disarmament, and promoting regional integration.


The accord, signed in Washington in 2025, emphasizes mutual respect for territorial integrity and the absolute prohibition of cross-border hostilities. Both nations commit to halting all forms of direct or indirect support for armed groups and to implementing a coordinated disengagement and demobilization process, including the disarmament and potential reintegration of non-state fighters under strict conditions.


A critical component of the agreement is the establishment of a Joint Security Coordination Mechanism, aimed at neutralizing rebel forces such as the FDLR and ensuring transparent military cooperation. The framework also outlines the protection of civilians and humanitarian personnel, with strict adherence to international humanitarian law.


In addition to its security dimensions, the agreement paves the way for the voluntary return of refugees and internally displaced persons, and the safe delivery of humanitarian aid in conflict zones. It also envisions a Regional Economic Integration Framework that will leverage both countries' natural resources—particularly in mining—through transparent, regulated partnerships, potentially involving U.S. investors.


A Joint Oversight Committee, with support from regional and international partners including the African Union, Qatar, and the United States, will be responsible for monitoring compliance, addressing disputes, and ensuring the agreement’s proper implementation.


This peace accord, which enters into force immediately upon signature, marks a new chapter in regional diplomacy and offers cautious optimism for stability in Central Africa.
